10. General Information 

1. General 

1.1Definition 

1.1.1 Air Transportation shall be any activities using aircrafts for transporting passengers, cargos and/or postal goods for one or more trips from one airport to another airport or several other aiports. 

1.1.2 Commercial Air Transportation shall be public air transportation with fares. 

1.1.3 Unscheduled Commercial Air Transportation shall be non-fixed and non-regular flight schedule with fare in accordance with the agreement between the service provider and service user which shall not be published. 

1.1.4 Airport shall be the airport managed by PT Angkasa Pura II (Persero). 

1.1.5 Aircraft Weight in Maximum Takeoff Weight (MTOW) Unit shall be the maximum weight allowed for taking off (maximum takeoff weight) as stated in the Airworthiness Certificate (C of A) of the relevant aircraft. 

1.1.6 Certificate of Airworthiness (C of A) shall be evidence of the fulfilment of airwrothiness. 

1.1.7 Airlines shall be companies engaging in air transportation to transport passengers, goods, postal goods and other aviation activities with fares using fixed wing or rotary wing carrying out activities on a scheduled or unscheduled basis. 

1.1.8 Air crews shall be aviation crews holding certificate to serve as airplance crews and aircraft supporting crews. 

1.1.9 Aircraft Passengers shall be any persons transported with aircraft and not registered as the crews of the relevant aircraft. 

1.1.10 Domestic Aircraft Passengers shall be aircraft passengers having trip between airports within the territory of Indonesia with or without transit or transfer. 

1.1.11 International Aircraft Passengers shall be aircraft passengers in international flights outside the territory of Indonesia with or without transit or transfer in other Indonesian airports or otherwise. 

1.1.12 Transfer Passengers shall be aircraft passengers in an airport continuing their fligt to the destination airport with different aircraft. 

1.1.13 Transit Passengers shall be aircraft passengers continuing their flight to the destination airport with the same aircraft. 

1.1.14 Airport Services shall be services rendered by the airport operator to the airlines. 

1.1.15 Level of Service shall be a minimal requirement or condition which must be met in services or facilities rendered to the parties received by the service users the variables of which shall include the aspects of safety, security, smoothness and convenience. 

1.1.16 Airport Facilities shall be airport main facilities which shall include air facilities, ground facilities, navigational facilities, landing aids, aviation communication facilitiesd and airport supporting facilities. 

1.1.17 Airport Service Tariffs shall be amount of compensation to be paid by the airport service users for every service enjoyed by them. 

1.1.18 Aviobridge shall be mechanical operation which can be easily adjusted for passengers to directly get into aircrafts and buildings or vehicles. 

1.1.19 Airport Charges shall be tariffs that must be paid by the airlines with regard to the utilization of airport services and aviation supporting services provided by the airport operators. 

1.1.20 Airport Operators shall be the Airport Enterprise, in this matter PT Angkasa Pura II (Persero). 



1.2Scope 

Conditions of Use shall be documents containing the conditions on the requirements for the utilization of airport service facilities including tariff conditions and other conditions. 

Airlines or aircraft operators operating in the airports must understand and comply with the Conditions of Use. 

This Conditions of Use document shall be valid for Soekarno-Hatta International Airport as of …………………………... 

2. Requirements 

2.1Administrative 

2.1.1 For the operation of new scheduled domestic or international flights, airlines or aircraft operators must submit the plan for the operation of flight to the airport operator c.q.:

2.1.2 Airlines or aircraft operators operating in the airports must meet the requirements in accordance with the applicable regulations. 

2.1.3 Scheduled airlines or aircraft operators which will be operating in the airports must pay the aviation service tariff for 3 (three) months as the operational guarantee which must be paid at a time in advance. 

2.1.4 Scheduled airlines or aircraft operators operating in the airports must pay the aviation service tariff in accordance with the applicable regulations. 

2.1.5 Airlines or aircraft operators operating in the airports must provide the data of the number and data of officers stationed in the airports. 





2.2Operational 

2.2.1 Aircrafts operating in airports must meet or comply with the provisions of the requirements for the operation of aircraft in the airports. 

2.2.2 Scheduled airlines or aircraft operator operating in the airports shall be obligated to submit the Maximum Take Off Weight (MTOW) based on the Certificate of Airworthiness to the airport operator. 

2.2.3 Airport operators shall be entitled to ask airlines or aircraft operators to move the parking of the aircraft for the interest of the operation of the airport. 

2.2.4 Airlines or aircraft operators must keep the security, safety, convenience and cleanliness of their operational activity locations in the airport. 

2.2.5 Aircraft Operator shall be entitled to make sure and or require airlines or aircraft operators to provide services in the airport in accordance with the applicable regulations. 

2.2.6 Airlines or aircraft operators shall be responsible on the damage and loss of goods or facilities of the airport operator or other persons as the consequence of the implementation of their operational activities. 

2.2.7 Slot Time 

2.2.7.1 The Airport operator shall determine the aircraft landing and take off slot time by referring to the Notice of Airport Capacity (NAC). 

2.2.7.2 The slot time shall be the ground for the issuance of Flight Approval (FA) by the Director General of Air Transportation of the Ministry of Transportation of the Republic of Indonesia. 

2.2.7.3 Application for License for the operation of new domestic or international scheduled flights must be submitted to the airport operator by no later than 2 (two) months as of the planned flight schedule. 

2.2.7.4 Under certain operational conditions, the slot time applied for by the airlines or aircraft operators shall be subject to change by the airport operator. 

2.2.7.5 Airlines or aircraft operators must submit flight schedules, including unscheduled flights and change thereto to the airport operator c.q.:

2.2.7.6 Airlines or aircraft operators must report any flight schedule change (delayed, cancelled, postponed, etc) to the airport operator by no later than 2 (two) hours from the initial schedule. 

2.2.7.7 The airport operator shall be entitled to reject the addition of frequency or change of flight schedule in the condition of / under operational reason.
